SharePoint Governance Consultant (EU Security Clearance)

About the Project:

We are supporting a high-impact digital transformation initiative. The goal of the project is to design and implement a comprehensive SharePoint Governance Framework for collaboration across Member States and institutional partners. This is a multi-month engagement focusing on designing provisioning, approval, and membership workflows within a secure SharePoint Subscription Platform environment.

Responsibilities:

• Conduct governance and architecture workshops with stakeholders
• Define governance models, information architecture, role-based access control, and data handling processes
• Site Collection Provisioning Process
• Site Collection Approval Workflow (multi-entity, multi-level)
• Membership Approval Workflow with entity-based controls
• Align proposed solutions with EU security and data protection standards
• Collaborate with architects, project managers, and stakeholders
• Ensure documentation of decision logs, governance policies, and process maps
• Support risk mitigation and participate in security impact assessments
• Contribute to backlog prioritization and agile delivery planning

Key Requirements:

• Active EU Security Clearance (minimum: EU CONFIDENTIAL, higher levels such as EU SECRET or NATO SECRET also accepted)
• Proven experience working on SharePoint Online or SharePoint Subscription Edition
• Governance frameworks in multinational or public sector environments
• SharePoint provisioning workflows and permission models
• Microsoft Power Platform (Power Automate, Power Apps) and Azure AD
• Experience working with organizational units (OUs) in Active Directory
• Familiarity with EU-level data governance practices and policies
• Ability to write clear and structured documentation in English
• Experience in running stakeholder workshops, process design sessions, and technical discovery interviews

Nice to Have:

• Experience in EU public sector / European institutions
• Previous involvement in projects with NATO or EU agencies
• Experience integrating SharePoint with identity/access workflows
• Background in Microsoft 365 Security & Compliance
