Project description
The project is carried out as part of an organizational transformation, where multiple product teams (both internal and external vendors) collaborate to develop and maintain digital products. The current environment is characterized by diverse ways of working, inconsistent processes, and limited transparency in delivery execution. As a result, business stakeholders lack reliable data regarding, among others, delivery predictability, prioritization efficiency, and cost allocation (CAPEX vs OPEX).
The goal of the project is to design and implement a consistent, KPI-driven delivery management model across the entire organization. This includes standardizing end-to-end processes (from intake to release), unifying tools (including an ongoing or planned migration to Jira), and defining clear and consistent reporting mechanisms.
A key focus is ensuring high data quality and consistency at the source, enabling reliable reporting and data-driven decision-making. The project involves close collaboration with product, technology, and business teams to translate reporting and governance needs into practical processes and tool configurations.
An important element is also the effective implementation of changes within the organization, ensuring that new ways of working are not only designed but fully adopted by teams.
Technical requirements (must have):
Strong analytical skills and the ability to start from business reporting needs (KPIs) and design delivery processes “backwards” (from report to process)
Proven experience in defining, implementing, and optimizing end-to-end delivery processes (from intake to release)
Ability to analyze and assess processes (process discovery & assessment), including quickly understanding current team workflows and identifying gaps, inefficiencies, and inconsistencies
Ability to translate business expectations into measurable KPIs (e.g., lead time, cycle time, SLA adherence, prioritization efficiency)
Practical experience in designing Jira configurations (not necessarily at an admin level), including:
Issue hierarchy structure (Epic / Feature / Story / Task)
Component structure for reporting purposes
Fields for tracking CAPEX vs OPEX
Workflow alignment to ensure proper KPI reporting
Ability to define reporting models (e.g., lead time from issue creation to delivery, on-time delivery vs priority) and ensure proper data collection
Experience in designing data-driven processes, ensuring each delivery stage supports future reporting and transparency
Ability to effectively collaborate with Jira administrators by clearly defining requirements and ensuring proper implementation
Experience in tool standardization and migrations (e.g., Azure DevOps → Jira), including:
Maintaining reporting consistency across teams
Managing access and visibility restrictions for external vendors
Strong change management and communication skills, including:
Clear process documentation
Effective communication of changes to stakeholders
Acting as a change champion and supporting adoption
Training teams on new ways of working
Ability to define and implement governance principles in prioritization, budgeting (CAPEX/OPEX), and delivery monitoring
Focus on building transparency for business stakeholders through structured and reliable reporting
